Kerala Athijeevanam Keraliyam Scheme has been announced by Chief Minister Pinarayi Vijayan on 27 August 2020. In this scheme, Kerala govt. will provide employment to around 50,000 people in the current financial year. This scheme will be implemented under the CM Local Employment Assurance Programme (LEAP) of the state govt. The new Athijeevanam Keraleeyam Scheme has 5 components namely Yuva Kerala Project, Connect to Work, EDP-K, ARISE and KMEDP.
It is proposed that Kerala Athijeevanam Keraliyam Scheme will be implemented by Kudumbashree and 50k persons will benefit from this scheme this year. CM also mentioned that Rs. 145 crore will be allotted as part of Rebuild Kerala and Rs. 20.50 crore as plan fund for the project. Kerala Athijeevanam Keraliyam Scheme 2021 for Local Employment
Here are the details of the 5 main components namely Yuva Kerala Project, C2W, EDP-K, ARISE and KMEDP under Kerala Athijeevanam Keraliyam Scheme.
Yuva Kerala Project – Skill Training & Employment to Youths
The main objective of the Yuva Kerala Project component under Athijeevanam Keraliyam Scheme is to provide skills training and employment to 10,000 youths. The state govt. has sanctioned around Rs. 60 crores for this scheme. In this YKP component, the beneficiaries would be members of poor families between the age group of 18 to 35 years. However, people from Scheduled Tribes (ST) and Differently Abled (PH) category can join up to the age of 45 years. The Yuva Kerala Project plan includes 100% free training, free travel, accommodation, meals, uniforms, post-placement support, counselling and tracking for a duration of 1 year.
Connect to Work (C2W) – Develop Soft Skills of Youth From Rural Areas
Connect to Work (C2W) programme will focus on development of soft skills of young people from rural areas. In this component of the scheme, govt. will provide guidance to youth to enable them to find employment and connect them to the job market. The main aim of the Kerala Athijeevanam Keraliyam Scheme is to provide training to around 5,000 young men and women. These trained youths would then be connected with the employers / recruiters to secure fruitful employment as per their educational qualification, training and interest. Around Rs. 5 crores have been sanctioned for this C2W project.
Kerala Entrepreneurship Development Programme (EDP-K)
The main objective of EDP-K project is to launch maximum ventures in each selected block area across the state. Under this component of Athijeevanam Keraleeyam Scheme, around 16,800 new ventures will be started in agricultural and non-agricultural areas in 14 flood-affected blocks of the state. The Kerala Entrepreneurship Development Programme will cover around 20,000 people, both men and women, who will be able to join the scheme. In this scheme, govt. will provide loans upto a maximum of Rs. 1 lakh for individuals and Rs. 5 lakhs for group ventures will be given at an interest rate is 4%. An amount of Rs. 70 crore has been sanctioned for the EDP-K component.
Acquiring Resilience and Identity Through Sustainable Employment (ARISE)
The objective of ARISE Scheme is to provide training to the youth and Kudumbashree workers. This training will be given in 10 most sought after sectors of the labour market and to provide wage employment expeditiously. The Acquiring Resilience and Identity through Sustainable Employment (ARISE) programme was launched in 2018-19. This scheme was meant for those who people who lost their livelihoods due to floods in the state. For the current FY 2021-2022, around 10,000 young women and men will be given job opportunities under this component of the Kerala Athijeevanam Keraliyam Scheme. An amount of Rs. 10 crores has been sanctioned for this ARISE project.
Kudumbasree Micro Enterprise Development Programme (KMEDP)
Under this KMEDP component of the scheme, around 3,000 individual enterprises and 2,000 group enterprises will be started. Through this scheme, Kudumbasree members and their families will be given support to start ventures. More than 10,000 people are expected to get benefited from the scheme. All the individual entrepreneurs can undertake projects upto a maximum of Rs. 2.50 lakhs and group ventures up to a maximum of Rs. 10 lakhs amount. The assistance will be given to those who are undergoing skill training and entrepreneurship training through training agencies selected by the Kudumbasree District Missions. Training in this programme is completely free as in other projects.
