Mission Raksha Gyan Shakti 2021 has been launched by Central government in order to nurture and encourage Intellectual Property Rights (IPR) for self reliance in Defense production ecosystem. IPR has been emerged as a key ingredient of an ecosystem which stimulates innovation. Mission Raksha Gyan Shakti will foster a competitive, innovative and robust defence industry by providing a boost to MSMEs and startups, encourage collaborations to pursue R&D, acquire latest technology and skill-sets.
Ministry of Defence (MoD) is going to provide training approx. 10,000 persons of Defence Public Sector Undertakings (DPSUs) and Ordnance Factories (OFs) on IPR in the FY 2021. Moreover, an IP Facilitation Cell was also established earlier in the month of April 2018. This mission aims to facilitate filing of at-least 1,000 new IPR applications.
The Directorate General of Quality Assurance (DGQA) is given the responsibility of coordinating and implementing the programme. The end objective of this mission is to inculcate IP culture in Indian defence manufacturing ecosystem.
Mission Raksha Gyan Shakti by Central Govt.
As a part of the ongoing initiatives to enhance self-reliance in defence, the Dept. of Defense Production has instituted a new framework namely Mission Raksha Gyan Shakti. This mission aims to provide a boost to the IPR culture in indigenous defence industry. Raksha Mantri has launched this mission for the following reasons:-

- Counselling & advisory for IP identification, registration & protection
- IPR filing & related services
- To Create –
- Support system to DPSUS & Ordnance factories
- A panel of IP attorney’s and consultants
- IP news tracker for latest information updates
Under IP awareness drive, 23 officers have been trained as “Master Trainers” at RGNIIPM, Nagpur. Moreover, 5283 personnel have been trained till 18 October 2018. Indian defense minister has launched Mission Gyan Shakti in an event organized in New Delhi. This event showcased inventions and innovations achieved by Defence Research and Development Organisation (DRDO), Defence Public Sector Undertakings (DPSUs) and Ordnance Factories (OFs). This has resulted in successful filing of Intellectual Property Right (IPR) applications.
Smt. Nirmala Sitharaman also felicitated some of the scientists, who by their inventions and innovations have created some useful products for the nation. Raksha Mantri has applauded the efforts of DGQA in spreading awareness about IPR and promoting a culture of innovation and creation of intellectual property.
Directorate General of Quality Assurance (DGQA)
The Directorate General of Quality Assurance (DGQA) has been entrusted with the responsibility of coordinating and implementing the Mission Raksha Shakti Programme. The DGQA is under the Department Of Defense Production, Ministry of Defence. The organisation provides Quality Assurance (QA) which covers for the entire range of Arms, Ammunitions, Equipments and Stores supplied to Armed Forces.
It aims to achieve the goal of self-reliance in the defense sector to generate Intellectual Property in India and marks a departure from the culture of seeking Transfer of Technology (ToT) from foreign sources. This would help in generating Intellectual Property in India and will help in achieving the goal of self-reliance in Defense sector.
