Jharkhand Farm Loan Waiver Scheme 2021 | Fasal Rahat Yojana

Jharkhand Farm Loan Waiver Scheme 2021 has been launched by the Jharkhand state government on 1 February 2021. In Jharkhand Mukhyamantri Krishi Rin Mafi Yojana, the state govt. will waive loans of farmers upto Rs. 50,000 per farmer. CM Hemant Soren has allocated a provisional sum of Rs. 2,000 crore for this Farmer Loan Waiver Scheme. The state govt. is set to replace PM Kisan Bima Yojna with the state’s own Fasal Rahat Yojana (to be launched) and has earmarked Rs. 100 crore for this scheme.

Thus the state govt. has started Jharkhand Farm Loan Waiver Scheme (Kisan Rin Mafi Yojana) but Fasal Rahat Yojna is still to be started.

Official Launch of Mukhyamantri Krishi Rin Mafi Yojana

On 1 February 2021, Jharkhand government has formally started rolling out its promised farm loan waiver scheme intended to provide financial relief to the state’s small and marginal farmers. The scheme titled, Mukhyamantri Krishi Rin Mafi Yojana, was launched by agriculture minister Badal Patralekh in the afternoon. The scheme was announced by chief minister Hemant Soren in December last year and aims to benefit nearly 9 lakh small and marginal farmers of the state. A sum of Rs 2,000 crore has been allocated for the purpose.

1st Beneficiary of Jharkhand Farm Loan Waiver Scheme 2021

Molindra Besra (45), a farmer based in Tarabahal village in Karmatand block of Jamtara, was the first beneficiary. Besra, who had sown vegetables and mustard in his fields two years ago, had availed a bank loan of Rs 91,000 but landed in a tough spot after drought damaged his crops. On 1 February 2021, the state government waived off Rs 50,000 from his loan. He will now have to pay just the remaining amount of Rs 41,000.

Jharkhand Farm Loan Waiver Scheme 2021 Inauguration occurs at Ranchi’s Ramkrishna Mission Ashram’s auditorium. Badal Patralekh said, “It is a momentous occasion and the scheme will help the farmers. One farmer was given the benefit as a token disbursement. With the financial year set to close in 50 days, we have to provide benefits to as many farmers as possible.” The objective is to disburse loan waivers worth Rs 1,000 crore in the next 60 days.

Jharkhand Kisan Karj Mafi Yojana List 2021 at Portal

As of now, farmers who have linked their Aadhaar cards with their bank accounts will get the benefits. The state govt. of Jharkhand is going to cover 9 lakh farmers. While 6 lakh farmers have their bank accounts seeded with Aadhaar cards, the identification and seeding of the remaining three lakh farmers are underway. The scheme is online and covers those farmers who had availed loans from banks till 31 March 2020.

According to the plan, details of the farmers, their loan amounts and the bank branches concerned will be uploaded on a portal developed by the National Informatics Centre. Based on the portal, deputy commissioners of all districts will be asked to identify the farmers and verify their identities and claims. The waiver will be extended to one person from a household. Once their credentials are verified, the farmers will need to deposit Re 1 as a security fee at the nearest Pragya Kendra (common service centre) or their parent branch.

Cabinet Approval of Jharkhand Kisan Karj Mafi Yojana

The Jharkhand government in a cabinet meeting on Wednesday decided to waive all agriculture and farm loans up to Rs 50,000, benefiting about 9.07 lakh farmers in the state. The government has got Rs 2,000 crore budgetary sanction for the Jharkhand Kisan Karj Mafi Yojana in the current fiscal.

Announcement of Jharkhand Krishi Wrin Maafi Yojana

Jharkhand Budget 2020-21 was presented in the state assembly at an estimated cost of Rs. 86,370 crore. The revenue and capital expenditure was estimated at Rs. 73,316 crore and Rs. 13,054 crore respectively. Around 75% of total Jharkhand population depends on agriculture and allied activities. The state govt. of Jharkhand is determined for the development of people associated with farming sector. So, the state government had announced to start Jharkhand Krishi Wrin Maafi Yojana.

Eligibility Criteria of Jharkhand Kisan Rin Mochan (Loan Maafi) Yojana

Here is the complete eligibility criteria for Jharkhand Farm Loan Waiver Scheme 2021:-

  • Candidates must be a permanent resident of Jharkhand state.
  • Applicant seeking loan waiver from Jharkhand govt. must be a farmer.
  • Only those farmers who have linked their aadhar cards with their bank accounts are eligible.
  • He must have taken loans from banks for farming and related activities only.
  • Jharkhand farm loan waiver scheme only covers those farmers who had availed loans from banks till 31 March 2020.
  • Only those farmers who have paid at least one EMI in the loan tenure period will be eligible.
  • Only one person from a household is eligible.

List of Documents for Jharkhand Kisan Karz Mafi Yojana

The farmers will have to submit their ration card and Aadhar numbers linked to banks to which the loan amount will be transferred under direct benefit transfer upon completion of KYC in concerned bank branch and verification on mobile phone. The farmers have to provide their mobile number and Re 1 token money with the application.

Jharkhand Krishi Rin Mafi Yojana Cut Off Date

Jharkhand government has decided to start a short-term farm loan waiver scheme for farmers whose income share goes in repaying farm loan. In the 1st phase of Jharkhand Krishi Rin Mafi Yojana 2021, farm loans upto Rs. 50,000 will be waived. The state govt. has earmarked Rs 2,000 crore for Jharkhand Farm Loan Waiver Scheme for farmers in the state. Around 6 lakh farmers in the state with loans upto Rs. 50k will get waivers under Jharkhand Kisan Karj Mafi Yojana.

Cut Off Date – The amount against loan sought till 31 March 2020 will be transferred to bank accounts of loanee farmers through DBT. The state govt. is considering 1 person from each family after charging them a token amount of Rs. 1.

Number of Beneficiaries for Jharkhand Kisan Karj Mafi Yojana

As per an estimate, there are around 12.98 lakh farmers in the state having bank accounts with dues worth Rs. 5,800 crore is outstanding. Out of the total accounts, around 9 lakh are active and others are inoperative. Of the active accounts, the state govt. of Jharkhand expects that 7 lakh farmers would be benefited by the Jharkhand Kisan Karj Mafi Yojana.

Aadhaar Enabling of Crop Loanee

A state-level committee has been formed under the Agriculture Minister to which Crop loanee data have been submitted. Various banks have been asked to complete Aadhaar enabling of crop loanee to get benefits of Jharkhand Farm Loan Waiver Scheme. So far 6 lakhs Aadhaar cards have been enabled out of 12 lakh loan accounts. The department is building a web portal for the purpose. Loan waiver was one of the poll planks of both the Congress and JMM ahead of the Assembly election.

Jharkhand Fasal Rahat Yojana 2021

The government is also set to replace PM Kisan Bima Yojna with the state’s own Jharkhand Fasal Rahat Yojana 2021. The state govt. has earmarked Rs 100 crore for this scheme. Both the Jharkhand Farm Loan Waiver Scheme and Fasal Rahat Yojna are set to come into effect by the end of this month. It is as per details that emerged after the fourth day of the review meetings of various departments conducted by Chief Minister Hemant Soren.

The biggest challenge remains in implementing the loan waiver. During the Assembly Question and Answer session in March, in a response to a question on loans of farmers, the government had agreed that the farmers owed Rs 7,000 crore to the banks. As per the govt officials “The biggest challenge will be selecting the criteria for loan waiver”.

Replacement of PM Fasal Bima Yojana

The replacement of the PM Fasal Bima Yojna awaits Cabinet approval. During the review process, it emerged that under the central scheme, Rs. 6,000 is paid to farmers annually in three installments. Around Rs. 1,557 crore have been released to 32 lakh registered farmers. In addition, it emerged that 13.47 lakhs Kisan credit cards have been issued. Deputy Commissioners have been asked to cover all PM KISAN beneficiaries under the credit card scheme.

A review meeting was held on 7 Dec 2020 for the Scheduled Tribe, Scheduled Caste, Minority and Backward Class Welfare Department. In one upcoming scheme, the government will select a few students every year for higher education in the United Kingdom and financial assistance will be provided, it was decided. “The institute will be paid directly. A budget of Rs 10 crore has been earmarked.

Jharkhand Unemployment Allowance Scheme 2021

The state govt. will provide unemployment allowance of Rs. 5,000 p.a (for 2 years) to all those unemployed youths who had earned their bachelor degree (graduation) in last 3 years. Moreover, govt. will also provide Rs. 7,000 to all those jobless candidates who earned their masters’ degree (post-graduation) in past 3 years. All the Jharkhand unemployment allowance scheme beneficiaries are required to be registered with employment exchange for jobs. The state government had made budgetary provision of Rs. 146 crore for Jharkhand Berojgari Bhatta Yojana.

CM Special Student Scholarship Scheme

The state govt. of Jharkhand is also going to provide universal scholarship for students enrolled in government schools from Class 1st to 12th under the Chief Minister Special Student Scholarship scheme. All those families who annual income is less than Rs. 8 lakh will now get free treatment for critical illness such as cancer and kidney and liver ailments in top-notch health institutions of the country.

CM Hemant Soren also announced to provide an additional amount of Rs. 50,000 to PM Awas Yojana beneficiaries. Another major budgetary provision was made for those people who consumes less than 300 units of power. Such people will not have to pay any electricity dues for first 100 units.
