Delhi Government is inviting online application for Chief Minister Advocates Welfare Scheme 2021 at https://ift.tt/2J4dbwJ. The state govt. has started an online application / registration facility for eligible lawyers to avail the benefits of CM Advocates Welfare Scheme. All the eligible lawyers can apply online for this scheme. Even the list of advocates not verified by Bar Council of Delhi is present at the official website.
Earlier the mandatory updation / correction / verification of particulars of already registered advocates under Chief Minister Advocates Welfare Scheme were invited whose last date was 31 Jan 2021, has now been ended. Online registrations or applications from lawyers has been started by the Delhi Law Department.
What is Delhi Chief Minister Advocates Welfare Scheme 2021
All those advocates who are practicing in Delhi, registered with Delhi Bar Council and are also in voters list of Delhi will be able to apply for Delhi CM Advocate Welfare Scheme. IT department has released the Delhi Chief Minister Advocates Welfare Scheme online application form on the law department’s website.

CM Advocate Welfare Scheme Eligibility Criteria
All the applicants must fulfill the following eligibility criteria to become eligible for CM Advocate Welfare Scheme 2021:-
- Applicant must be a lawyer who is practicing in Delhi.
- He / She must be enrolled with the Bar Council of Delhi.
- Applicant’s name must be present in the voters list of Delhi.
Delhi HC extends Insurance Benefit under CM Advocates Welfare Scheme to Lawyers Residing in NCR
The Delhi High Court has held that the benefit of the Chief Minister’s Advocates’ Welfare Scheme shall extend to all advocates registered with the Bar Council of Delhi, irrespective of whether they are registered as a voter in the national capital. Justice Prathiba M Singh said primacy is to be given to the place of practice of a lawyer and not the place of residence, and that not all can afford to live in the national capital even if they practice here.
The court also recognised that lawyers residing in NCR but practising in Delhi play a role in dispensation of justice here. It also noted that the CM’s scheme recognised the role of advocates in the society and in the legal profession. The annual deficit in the budget allocated by the Delhi government shall be contributed by the Bar Council of Delhi, the court clarified.
The court was dealing with petitions seeking a direction to extend the benefit of the scheme to all those enrolled with the BCD, whether their names appear on the voters’ list of the national capital or not. Advocate Govind Swaroop Chaturvedi, one of the petitioners, said he is enrolled with the BCD, has the membership of the Delhi High Court Bar Association, practises in the courts here, but does not reside in the national capital now and claimed that the notification is discriminatory, illegal and unreasonable
The pleas said that the discrimination on the basis of names on the voters’ list in Delhi is not based on any reasonableness. The pleas have sought to quash or modify the government’s March 17 notification to the extent of deleting the eligibility condition on the basis of names on the voters’ list of Delhi, for extending the welfare benefits. In October last year, the court had asked the Delhi government to purchase before November 30, insurance policies from the LIC and New India Assurance Company NSE 0.13 % (NIAC) for around 29,000 Delhi lawyers under the Scheme.

Delhi CM Advocates Welfare Scheme Benefits
All the applicant lawyers of CM Advocates Welfare Scheme would be able to avail the following benefits:-
a) Group (Term) Insurance for practising advocates providing life cover of Rs. 10,00,000/- (Rupees Ten Lakhs) per advocate.
b) Group Medi-claim coverage for the advocates, their spouse and two dependent children up to the age of 25 years, for a family floater sum insured of Rs. 5,00,000.
c) E-library with 10 computers loaded with e-journals and web editions of e-journals, alongwith printers in all the 6 district courts.
d) Creche facility for advocates and staff employees in each of the 6 district courts.

CM Advocates Welfare Scheme – Background
The Law Department of Delhi had held an important meeting regarding the Chief Minister’s Advocate Welfare Scheme on 16 March and discussed the benefits of the scheme. Afterwards, Delhi Law Minister Kailash Gehlot has issued a Notification to CM Advocate Welfare Scheme on 17 March 2020.
A 13-member committee of lawyers was formed on 29 November 2019 to submit its report on how to implement the welfare scheme for lawyers. The committee submitted its report to Chief Minister Arvind Kejriwal on 12 December 2019. The committee made four major proposals in its report. It includes group insurance, medical policy, e-library and crèche in court premises.
In view of the above figures having now been finalised with the companies, the Delhi Government shall now proceed to purchase the insurance policies from LIC for 28,744 members and from NIAC for 29,077 lawyers who are members of the Bar Council of Delhi (BCD), whose names already stand verified. The purchase of the policies shall be effected on or before November 30,” the court said.
The total budgetary allocation in the scheme is Rs 50 crore.
