[Agri Stack] First Aadhar Authenticated Digital Farmers Database 2021 in India for Agricultural Schemes

Central government is going to launch India’s 1st Aadhar Authenticated Digital Farmers Database soon. The centre is in the process of creating for the first time a “digital agri-stack”, a hi-tech national farmers database. It could give the government and agribusinesses unprecedented insights into the rural economy. Agriculture Minister said that the new master database of farmers would be used to implement farmer related government welfare schemes. The First Aadhaar Authenticated Digital Farmers Database 2021 will be consolidation of all kinds of genuine lists of farmers available with the government.

The Centre plans to digitise all its farm-oriented schemes and ensure farmers are paid procurement prices directly. It would be done by launching an Aadhaar-based database that will also map landholdings of beneficiaries. In the first phase, the database will have details of 50 million farmers across 9 states and then 140 million farmers of the country. The Indian govt. have database of beneficiaries for Soil Health Cards, Kisan Credit Cards, Crop Insurance Scheme, PM-Kisan and other govt. schemes.

The central govt. will link and integrate all the databases and create one aadhaar authenticated data of farmers. The newly created First Aadhaar Authenticated Digital Farmers Database 2021 would be used for implementing agricultural schemes.

1st Aadhar Authenticated Digital Farmers Database 2021

The farmers database which is currently available with the central government would be integrated into one. The 1st Aadhaar Authenticated Farmers Database 2021 would be created by merging database of beneficiaries of the following schemes:-

  • Soil Health Card Scheme
  • Kisan Credit Card Scheme
  • Crop Insurance Scheme
  • PM Kisan Samman Nidhi Yojana
  • Other agricultural department schemes

The newly created India First Aadhar Authenticated Digital Farmers Database 2021 would be used as a reference point for all government run schemes. This database would help us in reaching out to only the authentic beneficiaries. The 1st Aadhaar Authenticated Digital Farmers Database will be launched with 50 million farmers and their landholdings would also be mapped.

Benefits of Digital Repository of Farmers

The Aadhar Authenticated Digital Farmers Database will aid precise targeting of subsidies, services and policies, the officials added. Under the programme, each farmer of the country will get what is being called an FID, or a farmers ID, linked to land records to uniquely identify them. India has 140 million operational farm-land holdings.

Unified Farmer Service Platform

Alongside, the government is also developing a unified farmer service platform that will help digitise agricultural services delivery by the public and private sectors. The data of 4.3 crore (43 million) farmers linked with land records have already been verified and the database will be unveiled shortly.

Data Points for Aadhar Authenticated Digital Farmers Database

The Aadhar Authenticated Digital Farmers Database will connect seemingly simple data points:-

  • Number of occupational farmers who avail of subsidies
  • How much land they own
  • What they grow
  • Which agro-climatic zones they fall in.

“These data points will be triangulated by a software that will throw up a far more complex but illuminating picture of the rural and agricultural economy.” The next step would be to create a model to monetise the data.

Need for Aadhar Authenticated Digital Farmers Database

The database uses Aadhaar-based data generated from key farm sector programmes such as PM-KISAN, a cash-transfer scheme and is being built under the National e-Governance Plan in Agriculture, a programme launched in the fiscal 2010-11. India has a longstanding problem of accurate farm-economy data. We mostly depend on periodic surveys and the agriculture census. Real-time data will connect farmers and service providers in real-time.

The Centre’s Committee on Doubling Farmers Income has recommended boosting digital initiatives in the farm sector with tools such as remote-sensing, geographical information system, data analytics, cloud computing and drones. Centralised Aadhar Authenticated Digital Farmers Database will be used to better target subsidies, including fertilisers, cheap crop insurance and dissemination of mobile-based crop advisories.

Ending Corruption with Farmers Digital Database

Farm subsidies worth thousands of crores – including cheap insurance, fertilisers, credit and income transfers – still suffer from leakages because very little information about individual farmers is centrally available. For instance, although the government knows India’s annual fertiliser demand, it has no way of knowing how much fertiliser an individual farmer may actually need, which may vary widely, depending on crops and soil conditions.

There is currently no limit on the number of subsidised fertilisers each farmer can buy. “So, somebody who actually needs five bags of urea may be buying 10 bags and diverting the rest to open markets”. The Centre spends approximately ₹75,000 crore annually on fertiliser subsidy. The government plans to eventually implement “cash transfers” in place of fertiliser subsidy.

Digital Agri Stack of Farmers Implementation

The new Aadhar Authenticated Digital Farmers Database will have satellite imaging of individual farm land so that farmers may be provided advisories based on the kind of land they possess and the crop they grow. The central government had started the exercise of preparing aadhaar authenticated database of farmers. The union govt. has asked various states to verify the landholdings of the farmers. In PM-KISAN Scheme itself, Indian govt. has got database of more than 9 crore (90 million) farmers. Out of this, details of 84% of beneficiary farmers are now aadhar authenticated. This is an ongoing process and govt. will keep updating it.

The creation of First Aadhar Authenticated Digital Farmers Database 2021 would help the government to identify needs of farmers. This requirement of farmers would be identified on the basis of their landholdings and crop varieties they produce. Central govt. will discuss ways to reduce use of chemicals and fertilizers to boost productivity of land. The genuine land record and crop which farmers are producing will help government design and run schemes specific to their needs.

The new Aadhar Based Farmers Database may be shared with farm technology companies for developing innovative solutions to increase productivity. The database will also help ensure direct benefit transfer (DBT) in the bank accounts of authentic farmers.
