The central government has launched Digital Police Portal for online request for passport verification, online cyber crime complaint registration, verification of servants etc. The portal aims to create and maintain a single centralized national database of crimes and criminals by integrating CCTNS project with e-courts and e-prison data bases.

The Digital Police Portal which is now live at digitalpolice.gov.in is being designed and maintained by the Crime and Criminal Tracking Network and Systems Project (CCTNS). Out of a total of 16,671 police stations, 13,775 has been enabled into the digital platform to enter 100% of the data in the software.

The digital portal will allows police and central investigation agencies to conduct searches and reports from the national database of crimes and criminals. This database can be used by the state police and central investigation agencies to check the record or any information against any criminal for inspection purpose.

Digital Police Portal – A Smart Policing Initiative

  • Digital Police Portal is a platform for Citizens to file crime related complaints online and seek antecedent verification of prospective employees (including for domestic help, drivers etc.), tenants or for any other purpose. Citizens can also seek certification of their own antecedents.
  • The portal would also provide access to authorized persons to use National Database of crime records for the purpose of investigation, policy making, data analytics, research and providing citizen services.
  • The portal consolidates data of current and past Crime occurrences across the country. This data has information pertaining to persons accused or convicted in criminal cases along with associated information such as property stolen/recovered, missing persons, recovered/unidentified dead bodies and so on. This information would help expedite Police investigations to solve crime as well as to provide antecedent verification services to citizens.
  • The portal also generates various thematic reports of trends of incidence of crime across the country to facilitate policy analysis and interventions. To illustrate, reports such as those pertaining to crime against women & children, societal trends of crimes, patterns of crime involving groups belonging to a particular age or educational qualification and so on, crimes which are more prevalent in certain areas, can be generated from data in this portal.
  • To protect privacy of individuals concerned and for National security reasons the Crime and Criminal data and reports can be searched by authorized Police officers only. Citizens who seek criminal antecedent verification services will be provided responses through email.
  • The DIGITAL POLICE portal is a SMART Policing initiative of Ministry of Home Affairs as enunciated by Hon’ble Prime Minister, to provide services to citizens and aid efficient Police investigations.

For registering the online complaint against criminals for any crime, violence & illegal activity, the applicant has to follow the below procedure

STEP 3: Then click on the respective links mentioned above as 1, 2 or 3. The number 1 link is to report a cybercrime. The number 2 link is to apply for central citizen services. The number 3 link is for services provided by State Police Citizen Portals.

STEP 4: These links would redirect you to a separate portal where you can easily place your complaint online.

Services Provided by State Police Citizen Portals

Crime and Criminal Tracking Network and Systems (CCTNS) Project

Crime and Criminal Tracking Network and Systems (CCTNS) Project was conceived by Ministry of Home Affairs in 2009, for inter-linking all police stations under a common application software for the purpose of investigation, data analytics and providing Citizen Services.Since 2004, Ministry of Home Affairs was running a project- Common Integrated Police Application (CIPA) as a component of the “Modernisation of State Police Forces (MPF)” that aimed at computerization of crime records in police stations on a stand-alone basis.

Realizing the need for setting up of a national database of crime records to facilitate research and policy making, CCTNS was conceived. The total approved outlay of the project is Rs. 2000 Crore. Under this project, The Central Government is providing funds to States/UTs for hardware, CCTNS software, connectivity, system integration, data digitization, project management and manpower training. A National level portal “Digital Police Portal” is being launched as part of the project for States, Central investigation agencies and Citizens.They will be able to access Search and Reports on National crime records as per their authorization.

About National Crime Records Bureau (NCRB)

  • National Crime Records Bureau, an attached office of Ministry of Home Affairs, Government of India was established in 1986 with a mandate to empower Indian Police with information technology solutions and criminal intelligence to enable them to enforce the law effectively.
  • The computerization of the police forces in India started in 1971. NCRB started CCIS in the year 1995, CIPA in 2004 and finally CCTNS in 2009. The CCTNS connects approximately 15373 police stations and 6000 higher offices in the country.
  • CCTNS once fully functional, will allow search for a criminal / suspect on a national data base apart from providing various services to the citizens through Citizen Portal.
  • In future, it is also proposed to connect Police, Courts, Prosecution, Prisons and Forensic Labs into an Interoperable Criminal Justice System (ICJS) for facilitating data exchange between the various pillars of criminal justice system.
  • NCRB also compiles and publishes National Crime Statistics i.e. Crime in India, Accidental Deaths & Suicides, Prison Statistics and Finger Prints. These publications serve as principal reference points by policy makers, police, criminologists, researchers and media both in India and abroad.
  • NCRB has also floated various IT based Public Services like, Vahan Samanvyay (online Motor Vehicle Matching), Talash (matching of missing persons and dead bodies). In addition, NCRB also maintains Counterfeit Currency Information and Management System (FICN) and Colour Portrait Building System (CBPS).
  • NCRB has recently received “Digital India Award 2016-Silver Open Data Championship” from the Ministry of Electronics and Information Technology, Government of India for uploading of Crime Statistics since 1965 on website.
  • The Central Finger Print Bureau established in 1955, is also embedded in NCRB and is a national repository of all fingerprints in the country and has more than one million ten digit finger prints data base of criminals (both convicted and arrested), provides for search facility on FACTS (Fingerprint Analysis and Criminal Tracing System). It is proposed to upgrade to NAFIS in near future so that police stations will be able to send finger prints/ fire queries directly online to NCRB.
  • NCRB also assists various States in capacity building in the area of Finger Prints, CCTNS, Network security and Digital Forensics through its training centers in Delhi and Kolkata. NCRB has conducted more than 877 training programmes and trained approximately 16172 officers till date including foreign law enforcement officers (1519 foreign officers from 95 countries).
