Andhra Pradesh government is planning to launch a new farmer friendly AP YSR Rythu Seva Lo Upadhi Mitra Scheme 2021. This YRSUM Yojana is under discussions to address the sudden rise in unemployment in the state owing to Coronavirus (Covid-19) lockdown. It is a NREGA Salve for Out of Job Migrant Workers. The AP Migrant Workers Jobs in Agriculture / Allied Sector project aims to make use of National Rural Employment Guarantee Act (NREGA) workers in agriculture.
According to the instructions from Rural Development Commissioner, all the concerned district officials have sent their project report for YRSUM Scheme. Most of the migrant workers who have returned from their working state (karma bhumi) to their home states (janma bhoomi) are now facing job related problems. Their employment has been lost and thus there is danger on their livelihood.
So, the state govt. of Andhra Pradesh is going to start YSR Rythu Seva Lo Upadhi Mitra Scheme to provide jobs to these returnee migrant labourers. These workers would be able to work in agricultural fields in their native state just like under Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS). These migrants can earn money to sustain their livelihood.
AP YSR Rythu Seva Lo Upadhi Mitra (YRSUM) Scheme 2021 Apply
A large number of migrant workers have returned to their home town in Andhra Pradesh during Coronavirus (COVID-19) lockdown. These migrant labourers are mostly from high-risk areas like Tamil Nadu, Maharastra, Delhi and Gujarat state where they works in small companies or other jobs. The AP state govt. is now looking for ways to provide this population with alternative jobs. The authorities of agriculture department and allied sectors have stepped in to solve the employment issue. These 2 sectors will need thousands of labour in the next five months and YRSUM Scheme will provide adequate labour to work in fields by enrolling out of job migrant workers.

NREGA Like Jobs to Out of Job Migrant Workers in YRSUM
YRSUM would prove to be a boon to the agriculture and allied sectors. This new scheme will help farmers who are currently facing shortage of labour. Moreover, the shortage of working labourers has pushed up daily wages. A farmer pays at-least Rs. 300 to Rs. 500 per head as daily wage to agriculture labour. In order to solve this problem, govt. will now provide NREGA like jobs to out of job migrant workers under the YRSUM Scheme.
Agriculture Related Labourers Working under YRSUM Yojana
The labour will be needed for the agriculture related works in the upcoming farming season. One acre of crop requires at-least 200 labourers for all kinds of work, which includes:-
- Land preparation
- Field levelling
- Ploughing bund formation
- Seedling picking
- Weeding
- Fertilization
- Pesticide sprinkling
- Alleys formation
- Harvesting
- Crushing
Due to COVID-19 pandemic outbreak, many migrant workers have been rendered jobless. Now the state govt. wants to engage these migrant labourers in a sector which is labour-intensive. It is because it is impossible for the govt. to financially support every person by crediting money directly to their bank account under various schemes.
