Integrated Child Development Services (ICDS) Scheme

Integrated Child Development Services (ICDS) Scheme is designed to respond to meet the holistic needs of a child, development of health & nutrition of children (0-6 yrs) and pregnant women & nursing mothers. It also focusses on the cognitive and psychosocial development of the children through preschool education. The goal of ICDS is to break the inter-generational cycle of malnutrition and reduce to morbidity and mortality caused by nutritional deficiencies.

Objectives of ICDS Scheme

• To improve the nutritional and health status of children below the age of six years and pregnant & nursing women;
• To lay the foundation for the proper psychological, physical and social development of the child ;
• To reduce the incidences of mortality, morbidity, mal-nutrition and school drop-outs;
• To achieve effective coordination of policy and implementation among various Departments to promote child development;
• To enhance the capability of the mother to look after the normal health and nutritional needs of the child through proper health and nutrition education.

Supplementary Nutrition Programme

Supplementary Nutrition Programme (SNP) is one of the six services provided through the network of Anganwadi centres. It is aimed at improving health and nutritional status of children and pregnant & nursing women. Children in the age group of 6 months to 6 years, pregnant women and nursing women are given nutritional support for 300 days a year. Each beneficiary is given nutritious food as part of Hot Cooked Meals (HCM) and Take Home Ration (THR) under SNP.Providing SNP is one of the primary tasks of the Anganwadi centres.

Components of SNP

Decentralisation of Supplementary Nutrition Programme

The Supreme Court issued orders regarding decentralisation of procurement by eliminating the involvement of contractors and encouraging the engagement of local SHGs and mahila mandals in supply and distribution of THR. In accordance with the orders of the Hon’ble Supreme Court, Government of Odisha decentralized the Supplementary Nutrition programme in April 2011 with an objective to reform and revitalize the ICDS system.

As part of decentralization, all materials except rice and wheat would be procured locally by AWWs and SHGs. It also involves greater involvement of the community in implementation at the village level. Decentralisation of SNP has been appreciated by the Supreme Court of India and other States have been advised to adopt the model.

Take Home Ration (THR)

Take Home Ration [THR] is given to pregnant and lactating mothers; children from 6 months to 3 years as they do not attend the AWC on a daily basis. Severely Underweight children (3-6 years) are also given THR over and above Hot Cooked Meal. THR helps in addressing the nutrition status of the marginalized and vulnerable population in the community. A standard menu for THR has been designed and is being implemented meeting the protein and calorie norms within the approved ration cost.
Different category of beneficiaries covered under Take Home Ration (THR) are:

  • Children(6 months to 3 Years)

Engagement of Women Self-Help Groups (SHGs) and other local institutions for production and supply of THR has ensured transparency and has resulted in efficient service delivery and supply chain.
