The state government of Odisha has released the all phase final list of beneficiaries under Krushak Assistance for Livelihood and Income Augmentation (KALIA) scheme. Odisha KALIA Scheme List of Beneficiaries for first, second and third phase is now available online at kalia.odisha.gov.in. All the farmers can download the Kalia Scheme beneficiary list 2021 in PDF format to check their name in the all phase list of Kalia Yojana. The Cooperation department officials said the KALIA Scheme list of beneficiaries for Phase 3 is even available at 6,799 gram panchayats (GP) across the State. Odisha Kalia Yojana New Beneficiary List Expanded – 33 Lakh More Families Included
After the recent win in the assembly elections in Odisha, CM Naveen Patnaik has extended the scope of Krushak Assistance for Livelihood and Income Augmentation (Kalia) Yojana. This decision to extend the scope of Kalia Scheme beneficiaries was taken in the inaugural Odisha cabinet meeting held on 29th May 2019. Now the government has announced the inclusion of 33 lakh more farmer families as beneficiaries in the Kalia Yojana New Beneficiary List.
Now the target of Kalia Yojana beneficiaries has been increased to 75 lakh farmers families from the previous 42 lakh families. Around 25 lakh of the additional families would be assisted in the next one week time.
Accordingly, the fund release starts with immediate effect i.e from the date of cabinet meeting (29 May 2019).
Inclusion of New Beneficiaries in Odisha Kalia Yojana Beneficiary List
Here are the important features and highlights of the decision taken in the inaugural meeting of the Odisha cabinet:-
- The target of Kalia beneficiaries up by 33 lakh, total at 75 lakh farmer families.
- Funds for 42 lakh families would be released with immediate effect.
- Moreover, funds would be released to the additional 25 lakh Kalia Yojana beneficiaries in a week.
- CM said after the meeting – “As per our commitment to farmers, today in our first Cabinet meeting, the target of KALIA beneficiaries has been increased to 75 lakh farm families. Fund release starts with immediate effect (May 29, 2019) and about 25 lakh additional families will be assisted in a week’s time.”
CM Naveen Patnaik of Odisha has also approved Rs 1,000 crore worth of government business to Women Women Self Help Groups (SHGs) through Mission Shakti.
Around 40 different types of activities such as paddy procurement, uniforms for school children, hospital diet, mosquito nets and mid-day meals would be a part of this Mission Shakti in the 1st phase. With these two resolutions, the promise CM Naveen Patnaik had made about KALIA Yojana and Mission Shakti to be implemented on the day of assuming office, is honoured.

Odisha Kalia Yojana 3rd Phase to Include 10 Lakh More Farmers
Odisha government has decided to include 10 lakh more farmers / marginal farmers / actual cultivators (share croppers) under Kalia Yojana 3rd Phase. Previously in the 2nd phase Kalia Scheme Beneficiary List, the state govt. has included 4 lakh more landless agricultural labourers. This time in the Kalia Yojana Phase 3, no eligible beneficiary would be left out.
Around 45 lakh farmers can now avail financial assistance under 3rd Phase of Krushak Assistance for Livelihood and Income Augmentation (Kalia) scheme. The 1st installment has already been released and the Kalia Scheme 2nd Phase Installment is going to be released on 1 April 2019 for Kharif Crop.
The decision for inclusion of 10 lakh more farmers was taken at the cabinet meeting chaired by CM Naveen Patnaik.
Odisha Kalia Yojana 3rd Phase
As per the announcement made by the chief minister, it is now clear that the Odisha govt. will now cover all the eligible beneficiaries in 3rd phase of Kalia Yojana 2019. The Cabinet has approved that an additional 10 lakh small farmers / marginal farmers / actual cultivators (share croppers) / landless agricultural households are going to be included in the Kalia Scheme during 2018-19.
No one who is eligible for Kalia Scheme 2019 will be left out in the 3rd phase. The number of Kalia Yojana beneficiaries is likely touch 45 lakh from an initial estimation of 35 lakh farmers. The state govt. of Odisha has launched the Kalia Scheme last month in order to provide financial assistance to the farmers.
The state govt. has meanwhile released 1st phase of assistance to 30.40 lakh of farmers. Odisha govt. has also decided to provide support to cultivators for cultivation under Kalia Scheme. This amount could be used to purchase agricultural inputs prior to the beginning of the season which is during 1st quarter of FY at any time after 1 April onward for Kharif crop. Moreover, this amount would also be given at any time after 1 September 2019 for the Rabi crop.
The opposition parties claims that the provision of providing financial assistance after 1 April 2019 is being done keeping an eye on the ensuing elections. Moreover, these parties have also asked the govt. that from where did Odisha govt. got data about 36 lakh small and marginal farmers in the state.
Odisha Kalia Scheme Second Phase Installment to be Transferred till 1 April 2019
Odisha govt. is going to provide 2nd phase installment under KALIA (Krushak Assistance for Livelihood and Income Augmentation) Scheme 2019. The Kalia Yojana assistance amount will be transferred to the accounts of small and marginal farmers on 1 April rather than on Akshaya Tritiya. This announcement was made by CM Naveen Patnaik at the farmers convention held at Hindol in Dhenkanal district on 24 February 2019.
The CM on this occasion also initiated transfer of assistance amount of Rs. 5,000 each to around 1.79 lakh landless agricultural laborers. This amount could be utilized to take up various livelihood activities. All those farmers whose name appears in the Kalia Yojana 2nd beneficiary list would get this 2nd installment on 1st April through DBT mode.
This move comes after PM Narendra Modi launched the ambitious PM Kisan Scheme at Gorakhpur in Uttar Pradesh. The 1st installment of Rs. 2,000 each was transferred to the accounts of over 1 crore farmers including more than 9 lakh farmers in Odisha.
Odisha Kalia Scheme Second Phase Installment
As the Kharif agricultural activities starts from Akshaya Tritiya in Odisha which would fall on 7 May 2019, the women farmer requested CM to release the assistance early so that farmers can plan properly. So after launching the income support scheme from Puri on 25 January 2019, CM had announced that the next 2 installments of Rs. 5,000 for next Kharif and Rabi crops will be transferred on Akshaya Tritiya and Nuakhai.
The Akshaya Tritiya and Nuakhai are the 2 famous agrarian festivals in the state of Odisha. Over 27 lakh small and marginal farmers and over 5 lakh landless agricultural laborers have already received assistance under Kalia Scheme. Previously, the state govt. has announced the assistance amount under Kalia Scheme to be Rs. 10,000 in addition to the Rs. 6,000 assistance under Pradhan Mantri Kisan Samman Nidhi Yojana.
CM has also launched the Kalia Scholarship Scheme which promises financial assistance to children of Kalia beneficiaries to pursue professional and technical degree courses. CM also handed over the offer letters to some of the Kalia Yojana beneficiaries of the scheme.
Under Kalia Scholarship Scheme 2019, Odisha govt. is going to bear expenses like tuition fees, annual college fees, hostel establishment charges and mess fees for children of Kalia beneficiaries. All the students who are studying in government technical and professional educational institutions who wants to pursue higher education can avail scheme benefits. Odisha KALIA Yojana Beneficiaries to Get First Installment by 26 January 2019
Odisha government is going to transfer the first installment of Rs. 5,000 for Krushak Assistance for Livelihood and Income Augmentation (KALIA) Scheme. Now KALIA Yojana beneficiaries to get their first installment by 26 January 2019. The state govt. will transfer this installment directly into the bank accounts of 12.4 lakh farmers through direct benefit transfer (DBT) mode.
The state govt. of Odisha is consistently working hard at a breakneck speed to meet its deadline. The last date to fill green form available at the official website kalia.co.in and submit it is 15 January 2019 to get assistance till 26 January 2019. Kalia Yojana 2nd phase of applications will start from 25 January 2019 and the last date for second phase is 5 February 2019.
Those farmers whose name appears in the Kalia Yojana first list of beneficiaries will get assistance. Moreover, farmers whose name is not present in the 1st beneficiary list can fill Green Form to get their name included in the 2nd list of beneficiaries.

Odisha Kalia Yojana Beneficiaries First Installment
The state govt. of Odisha has information of around 12.4 lakh farmers who have made different kinds of transactions with the government like bought seeds and fertilizers, sold paddy etc. Accordingly, the state govt. will disburse the 1st phase of assistance to the farmers account by 26 January 2019. The last date for first phase submission of the application for Kalia Scheme available at kalia.co.in is 15 January 2019 and the second phase of Kalia Yojana will continue between 25 January 2019 to 5 February 2019.
The currently running state govt. pointed out that both the BJP govt. and the finance commission has praised Kalia Scheme. While on the other hand, the opposition parties are criticizing the scheme and termed it as a pre poll gimmik of the state government. These opposition parties are making allegations that in the name of the KALIA Scheme, the state govt. is openly distributing the money to the party workers instead of providing benefits to the needy farmers.
These parties are even demanding that the state govt. minister must restrain himself from making false claims. Moreover, minister should also resign from his post for giving irresponsible comments on farmers as there are so many evidence present of farmers plight. Other parties claims that KALIA scheme is going to be a huge blunder for the state govt. in the upcoming elections as there is going to be serious irregularities in distributing cash to real beneficiaries.
Previously, the Odisha government had launched the KALIA scheme for farmers on 31 December 2018. KALIA Yojana aims to provide financial assistance scheme worth Rs. 10,180 crore to farmers for the next three years. Kalia scheme is going to benefit around 30 lakh farmers. These includes cultivators, loanee and as non-loanee farmers, share croppers and landless agricultural labourers.

In order to popularize the scheme, the state govt. has started “KALIA Barta” which is an innovative information service and inaugurated a designated website www.kalia.odisha.gov.in
KALIA scheme brings around 92% of cultivators of the state under its umbrella with an outlay of Rs. 10,000 crore. This includes almost all needy landless cultivators , who can avail the benefits of this scheme through Direct Benefit Transfer (DBT) Mode. Under KALIA Yojana, govt. employees, retired persons of government wings or PSUs, income tax assessees and farmers with big land holding are not eligible.
